If your car’s registration has expired in Richmond, you can still donate it. You do not have to renew the tags, pay back registration fees, or make the car drivable before donating. Here’s how it works in Virginia: DMV registration status doesn’t control whether you can donate. The key legal document is the title. As long as the title is in your name and free of major issues (like an unresolved lien), we can accept cars with lapsed or expired registration from neighborhoods like The Fan, Church Hill, Southside, Short Pump, Midlothian, and beyond. How to get your free pickup scheduled

1. Check that you still have a valid Virginia title in your name

Find your Virginia vehicle title and make sure your name is listed as the owner. The registration can be long expired—that’s okay. What we need for donation is a clear title, not current tags. 2. Tell us about your vehicle and expired registration

Go online or call RevUp Richmond to share some basic details: year, make, model, location, and that the tags are expired. Whether the car is parked in Carytown, Near West End, Mechanicsville, or Chesterfield, we’ll confirm it qualifies and walk you through exactly how the expired registration will be handled in the donation paperwork.

3. Schedule a free tow anywhere in the Richmond Metro

Once we accept your donation, we coordinate a free towing appointment that fits your schedule. The car does not need to run, and you should not risk driving it with expired tags. Our tow partners pick up throughout the Richmond Metro, including Henrico, Hanover, and Colonial Heights, at no cost to you.

4. Sign the title over to complete the transfer

At or before pickup, you’ll sign your Virginia title over following state requirements. We’ll explain exactly where to sign and how to list RevUp Richmond’s authorized charity partner. After the tow truck leaves with your car, responsibility for the vehicle shifts to the charity, and you’re done with fees and future registration worries for that car.

5. Notify the Virginia DMV and your insurer, then claim your tax deduction

After donation, submit a vehicle transfer notice to the Virginia DMV and cancel your insurance so no new taxes, tickets, or tolls can attach to you. You’ll receive a tax receipt from Heritage for the Blind—typically at least $500. For deductions over $500, you’ll use IRS Form 1098-C with your tax return.

Potential complications to watch for

Title problems can delay donation more than the expired tags

Tip: An expired registration is rarely the issue; a missing or incorrect title is. If the title is lost, in a previous owner’s name, or shows an unresolved lien, you may need to work with the Virginia DMV first. Unpaid personal property taxes stay with you, not the car

Tip: Donation won’t erase past-due Richmond or county personal property tax on years when you owned the car. You may still owe those bills separately. But donating stops future tax assessments because the car is no longer yours once the title transfers and you notify the city or county and the Virginia DMV.

Don’t keep driving the car just to move it for pickup

What if my Richmond personal property taxes are behind on this car?
You may still owe any past-due personal property taxes that accrued while you owned the vehicle. Donating won’t erase existing bills from the City of Richmond or your county. However, once the title transfers and you report the sale/donation to the locality and Virginia DMV, future assessments on that vehicle should stop.
Is an expired inspection sticker a problem for donation?
No. We don’t require a current Virginia safety inspection or emissions test for donation. Many cars we receive have both expired inspections and expired registration. As long as you have a valid title and the vehicle is accessible for the tow truck, RevUp Richmond can accept it and provide a tax receipt through Heritage for the Blind.
What exactly do I need to give the tow driver on pickup day?
Have your Virginia title, a photo ID, and your keys if you have them. We’ll tell you in advance how to fill out the title. Remove your license plates before the car leaves. You’ll receive preliminary donation paperwork from the towing company, and the formal tax receipt will follow from Heritage for the Blind after processing.
How will I get my tax deduction if the car wasn’t registered or running?
Registration and running condition don’t affect your eligibility for a deduction. After your vehicle is sold or otherwise processed, Heritage for the Blind will send you a tax receipt, typically for at least $500. If the deductible amount is over $500, you’ll attach IRS Form 1098-C to your federal tax return to claim it.
I can’t find my Virginia title, but the car is in my driveway in Richmond. Can I still donate?
We do need a title to complete the donation. If it’s lost, you can usually request a replacement from the Virginia DMV.
