Through RevUp Richmond, Heritage for the Blind accepts vehicles that have failed Virginia emissions testing, in any condition. We’ll arrange free pickup from your home, work, or mechanic anywhere from Church Hill and The Fan to Short Pump, Midlothian, Chester, or Mechanicsville.
Here’s what really happens: when you donate, you’re making a charitable title transfer, not a private sale. The smog and emissions rules that typically apply to person‑to‑person vehicle sales in Virginia usually do not apply to this type of donation. Heritage for the Blind takes your vehicle as‑is, then sells it at auction or to a licensed buyer who may repair it or part it out. You are not expected to spend money chasing a passing inspection just to give it away. You get free towing, no repair bills, and a tax receipt from a real 501(c)(3) that supports people who are blind or visually impaired.
How to get your free pickup scheduled
1. Tell us about your failed‑smog vehicle
Start online or by phone and share the basics: where the car is in the Richmond area, whether it runs, and that it failed emissions. We routinely take vehicles that can’t pass inspection from neighborhoods like Carytown, Southside, and Lakeside, so just be honest about the condition.
2. Get clear confirmation: no repairs required
We’ll confirm that Heritage for the Blind can accept your car even though it failed emissions. Because this is a charitable donation, you are not required to fix the vehicle or obtain a new smog certificate. You can skip the repair shop and save that money.
3. Schedule free pickup anywhere in Richmond Metro
Pick a day and time that works for you. We arrange free towing from your driveway, apartment lot, street parking, or shop—whether you’re in Henrico, Hanover, Chesterfield, or right in downtown Richmond. The tow costs you nothing, regardless of whether the car runs.
4. Sign the title and transfer ownership
At pickup, you’ll sign your Virginia title over to Heritage for the Blind. This transfers ownership to the charity, not a private buyer. That key difference is why the usual smog/inspection rules for private sales usually don’t apply. The tow driver will guide you on where to sign.
5. We sell the car as‑is and you get a tax receipt
After pickup, Heritage for the Blind sells your vehicle as‑is at auction or to a licensed buyer who may repair it. You’ll receive a donation receipt—typically at least $500 in value. If the vehicle sells for more than $500, you’ll also receive the IRS Form 1098‑C for your records.
6. Your failed‑emissions headache becomes real local impact
Once your title is transferred and pickup is complete, you’re done. No more inspection stress, no more repair quotes. Instead, the proceeds from your vehicle help fund services for people who are blind or visually impaired, while you gain a potential tax deduction and a clear driveway.
Potential complications to watch for
Missing or incorrect Virginia title
Tip: To donate a failed‑smog car, you still need to transfer ownership. If your Virginia title is missing, damaged, or in an old address, apply for a replacement through the DMV first. The name on the title must match the person signing at pickup, or you’ll need proper documentation like power of attorney.
Active loan or lien still on the vehicle
Tip: If a bank or credit union still holds a lien, we generally can’t complete the donation until it’s released. Contact your lender to pay off and obtain a lien release, or confirm the title is clear. Once the title shows no active lien, we can move forward with the donation pickup.
Vehicle abandoned at a shop or storage lot
Tip: If your failed‑emissions car is sitting at a mechanic near Staples Mill or a storage yard in Southside, be sure you still legally own it and don’t owe blocking fees that prevent towing. Tell the shop you’re donating the car and confirm they’ll release it so our tow truck can pick it up smoothly.
Out‑of‑state registration or non‑Virginia paperwork
Tip: If you recently moved to Richmond with plates from another state and the car failed Virginia emissions, the title rules follow the state that issued your title. Have that out‑of‑state title ready. We can still usually accept the donation, but we must follow that state’s signing and notarization rules.
